Somewhere down the line, Microsoft Paint became corrupt
and instead of plaain English, it's questions are
jibberish. I went into properties and it's address is
c:\windows\system32. Obviously by my next question you
can tell I'm a novice: is this something I can delete and
then go in to a recovery disk and put it back the way it
was? Thank you.

Hi

Try a System Restore back to a point before the problem started.

Save Dialog Box Displayed Incorrectly When You Quit a Program:

Are you experiencing the above symptom?

Delete or rename the mfc42loc.dll file here:
C:\Windows\System32

Kelly-I ran the edit, it said it took. I hit "print
screen" and then clicked on "Paint". When I Xed out, all
it said was ...untitled? with a bunch of squares after
it. In other words, it's still corrupt. This was the
problem I was having with it. Since I have used Paint a
lot I knew the question was something like "do you want
to save the changes to untitled?", Any other recourse?

Thank you.

It was exactly what Ramesh said it was. I renamed the
file "paintcorruptor" and it now asks me questions in
ENGLISH. Hooray!!!!

It seems that the Picture It article dated (2001) came into play here. But
wasn't mentioned as a part of the equation.
