I will go along for months and windows e-mail works fine. Then one day I
can't get into e-mail at all and a box pops up telling me it is use by
another program. Before I can do anything else another box pops up sayin
that e-mail can't be started because MSOE.DLL cannot be found. If I
restart windows all is well again until the next time these boxes show up.
There are no other programs running. Is there a way to fix this problem
without having to completely restart?

I am using Norton, as I have been for years and it has never given me any
problems. Beside, I have turned it off when I have the problem, and it
still can't findile the needed .dll file no matter what I do, unless I
restart.

The problems most versions of the Norton antivirus program cause in
Windows Mail often take months of running both of them to show up,
and seldom go away if you just turn off the Norton program. You
usually have to uninstall the Norton program instead. You often then
need to run this cleanup program to take care of what the uninstall left
behind:

You may then need to remove your email account under Windows
Mail, then restart Windows Mail and add the account again.

If this cures your problem, you may want a replacement antivirus
program that doesn't cause problems in Windows Mail. Most
versions of the McAfee antivirus program and a recent version
of the Trend antivirus program are bad choices; they also cause
problems in Windows Mail. I recommend either avast! or AVG,
either one with a custom install where you tell it to leave out the
part that scans email.

You haven't used Norton with Windows Mail "for years."
Windows Mail is especially prone to suffering corruption from
aggressive antivirus programs.
One solution would be to upgrade to WLM since it is not quite so
damage-prone: http://get.live.com/wlmail/overview
