Windows Mail could not be started...

Hi, can anyone help. When I go to use e mail through a link on a website, I
get 2 pop ups - the first says that windows mail could not be started because
another program like a virus scanner is already using it (never scanning at
the time) and the code 0x800c0155,2. The next pop up says that there is an
error MSOE.DLL. Hopefully the answer will be simple enough for my brain to
cope with! This all started when the new OE was installed.

You normally send email via webmail, right? Who is the provider,
Hotmail, Yahoo, Gmail, or something else?
