windows Mail could not start

I get this message
A virus scanner maybe use (0x800C0155,2) and MSOE.DLL couldt not be
initialised

It is sill the same also when I turn off my virusscanner.
I have also see this at www.oehelp.com/OETips.aspx#3
But when man not can start the programs man can not fix it.
Is it not away to install windows Mail again with out to reset the PC.

No, you cannot reinstall Windows Mail without reinstalling all of Vista.

With some antivirus programs it is not sufficient to turn off the email
scanning. Which antivirus is it?

The surest and easiest way to fix this problem is to upgrade to
the newer Windows Live Mail program:

You may need to uninstall the antivirus software you have and get something
different. Try compacting and repairing the database and see if that helps:
