I fixed it! Windows Mail works again on my computer! It was a complicated
fix, and if you're not confident or a computer nerd enough (like me) to fully
understand what I've written below, then go get someone who does and have
them fix it for you.

And before I say anything, as a disclaimer, by continuing to read this post
you agree that I don't agree to anything. And you understand that following
my instructions might break your computer, give diseases to your loved ones
and bring famine to your land.

So, simply put...

I found this "MSOE.DLL" as well as "MSOERES.DLL" in "C:\Program
Files\Windows Mail". I did a search for MSOE.DLL inside of "C:\Windows\" and
found several copies of it that were either cache or backup or
who-knows-what, but they were older, un-updated versions inside of
"C:\Windows\winsxs".

I found that replacing "C:\Program Files\Windows Mail\MSOE.DLL" did nothing,
but replacing "C:\Program Files\Windows Mail\MSOERES.DLL" with the backed up
version of the same file TOTALLY fixed the whole problem!

There you go, just that simple.

Whoops, I forgot to include "(0x8007000E)" so it comes up under the right

Yeah, I have Live Mail installed as well as Win Mail, I find that Live Mail
is too flashy for me. It has too many features that I can't figure out how to
turn off, where Win Mail is a lot plainer and simpler and therefore easier to
use for me. I've switched to Thunderbird right now, but I'm considering
switching back to WinMail.

Live Mail ain't bad, but Windows Mail I really like.

But you're right, if it broke once it'll break again. And I bet by "break"
we mean a security update that creates some conflict with something else.
