msn toolbar , cant remove old one

I started the computer up today and got this error message.
#msntb_toolbar_full_name# is unable to load its config file.
Followed by the computer eventually freezing.
I removed it of the start up but could not remove it from the computer.
I tried to download the new version but the install wizard couldnt remove
the progam either. Any help would be appreciated.
