error message

I keep getting an error message that reads, #msntb_toolbar_full_name# is
unable to load its config file. I have had this for 3 years and my computer
is very slow on the net, can someone offer help?

I do not understand, I tried jeff's suggestion, however I do not know where I
am supposed to type the codes and stuff in to. where is the command prompt
he is talking about? when I type the msiexec.exe he is talking about, I get
a box with a bunch of jibberish in the middle of my screen, but there is no
where to type.

To get to the command prompt click start, then run, then type cmd, and hit
enter. Or you can get to the command prompt from going to start, then
programs, then accessories, and then you'll see command prompt.
