Does anyone know the IP address which MSN Messenger uses so I can block
people using it on the network, or even how to stop then installing it, as at
the minute its not wanting administrator privleges to install??

Not sure I can help with your actual problem but have you thought of
installing the Shared Computer Toolkit (SCT) as this has the ability to only
allow programs in the start menu to be run on a limited account.

The other option is a registry edit

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion
\Policies\Explorer]

New DWORD named Disallowrun with a value of 1

Followed by a string value for each application you do not want user to run
e.g

1 REG_SZ "badapp.exe" {where badapp.exe is setup
filename}
