MSInfo32.exe Problems - Registry?

Ever since installing WIN XP SP2, when I try to run msinfo32.exe from the
command line, directly by double clicking or from within the Help-Support
menu, the system just opens up the tools page for the Help and Support
feature...no msinfo.

I copies the executable from my Win98 machine and it runs on the XP, but if
I replace the existing msinfo.exe file in the common folder...it changes
back and does the same thing. Any fixes?
