You can try following the steps outline here:
http://www.msifaq.com/a/1037.htm

A while back I wrote an application which would help track down why the
auto-repair is happening, but never made it publicly available as most
people probably wouldn't run a EXE from some stranger. :) I ran it against
my machine, plugging in your event info, and it looks like the product in
question for you is Office 2003. If you let it do the repair, does it
reinstall the missing files WINGDNG3.TTF or REFEDIT.DLL? Once you've let it
reinstall, does the problem return the next time you launch Excel?

I am speculating that Excel is trying to write some entries into the
registry but can't because you're not logged in as administrator. If you
can get administrator status just briefly - just long enough - for you to
start Excel and exit, that would be sufficient. Then your administrator
can set your privileges back to what it was previously.
From then on you should be able to go into Excel normally.
