I suggest reinstalling Office for "Everyone on this computer". Make sure
that you have all the required licenses (Terminal Server will error if you
haven't entered them in the License Manager)

I also would caution that the ONLY successful way to run Access on a
Terminal Server is to create a separate folder for each user, and have them
log into it. The database MUST be split with a copy of the front-end in each
user's folder.
