msgina.dll user interface failed to load

when i turned on my computer, a black screen with one
small window came up that said user interface failed to
load. msgina.dll file missing or failed.
the night before, i had just installed the new xp security
updates, i wonder if there is any corelation.
in any case, i need to fix the .dll file somehow without
even being able to boot up my computer, is it possible?
