msconfig programs stopped

over 1/2 of my "services'' on msconfig are stopped. how do i start them? services like universal plug and play etc. i have had a problem reinstalling a scanner and a photo prgram and stumbled on this. please email with any solutions thanks
 
to start stopped services: go start|run. type in 'services.msc' (no quotes.)
from there, you can right-click on any service you wish to start. good luck.
