MSconfig files not loading

About 75% of the time when I boot or restart, icons I normally see in the
system tray do not load. In a normal boot/restart I see the following:
Windows security alert, Webshots desktop, hotsynch, microsoft spyware, hp
printer (usb port) & "no card" for hp printer. With the abnormal
boot/restart only the 2 hp icons are available.

Yesterday after downloading the ms spyware upgrade, I had to restart 4 times
before all the above loaded (yes that's 75% of the time). This is really
frustrating. TIA for ANY ideas.

Yes, I have check the msconfig start & the only things unchecked are apps I
don't want to load.
