MS XP SP2 Free Help Page gone or...??

MS seem to be messing around with their help pages.. I tried this one today
and get either a forward to another page or an error message. It was the
Free Phone/Chat Help page.

....furthermore, if I click it on my own post I get a double beep and
nothing!
