MS upgrades never install

After downloading and starting install, after a fewminutes
a dialog pops up and says

This software had not passed the MS compatibility testing
and will not be installed///

When I look up upgrade history I now have 14 failed
installations...

what's up with this?

why is MS posting critical updates that don't pass their
own testing standards?
