MS Update KB963027 - 18 SUCCESSFUL Downloads Since April 15, 2009

We are on a Windows XP system.

I have 3 Users that have received this update 14 times since April 15th and
1 user that has received 18 times. The 'system marker' has received 3 times.

The MS Update History on all the Users indicates that these downloads were
successful.

You can imagine how impressed these TAX SPECIALISTS were to be receiving a
'Restart Now/Later' pop up every 5 minutes during the last 2 weeks of Tax
Season.

I've researched all the information I can find regarding this update and the
difference is that they are supposedly downloading. I can find them in the
Control Panel on each system.

Can anyone provide some input into what might be causing this.
