MS Tablet PC Input Panel on Windows XP PRO

I have a HP tx2000. I downgraded to Windows XP PRO. The install was
completed after consider research. All is well with the Tablet PC other than
that I do not have full functioning of Input Panel. The touch screen and the
pen are calibrated and working well.
The Character Pad is unavailable on the Input Panel - the message I receive
when I move the mouse over the button is "the character pad is unavailable
for the input language you have selected.
I read over previous posts and replies an ensured that I have all my
settings configured the way they should be. The information is great and I
am looking forward to resolving this.
