MS publisher 2000 gallery

We do not have Office, but we do have publisher 2000 on an HP Pavilion 7940
running Windows ME. It has been working fine until just recently when we
tried to use the clip art after not having used it for a few months. It came
up with "gallery not installed". But when we went to "Add/Remove Programs"
it looked like it was still there. We used the Publisher 2000 disc 2 to try
to install it and it very quickly said "installation successful". The program
still reported it "not installed" when we tried to use it. So, we went to
Add/Remove again to try to remove it so it would install properly. Add/Remove
hung up and when we went to find out why we were told "program not
responding". What do we do now?
