When i open MS Out ook an error pops up as : No office assistance character
files present in system . Please run set up in eminence mode and install at
least one character . I what do i do,.

You have two choices: install an Office Assistant character or disable the
Office Assistant. See if clicking Help and unchecking "Show the Office
Assistant" helps.
