MS Office Outlook?

Error message when trying to open Outlook:

Cannot start Microsoft Office Outlook. Unable to open Outlook windows. The
set of folders could not be found.

I have uninstall and reinstalled Outlook with no success. Please help!

List the steps that produced your problem.
State your Outlook version.
State where you Outlook data is stored: local PST file or Exchange mailbox.
