MS Office Outlook 2003

I'm having issues with the toolbars not locking in place - I've read that
they don't with addins, which is fine - I have no add ins.

Also, the WebEx toolbar is of no use to me, I close it every time I open up
Outlook, and have even deleted it from the list of toolbars, but it keeps
coming back.

How can I keep it from invading my outlook space? The screens are more than
cramped as it is...

is the toolbar called "WebEx" ? That is not an outlook toolbar and is the
likely cause of the problems. Do you have video conferencing software
installed?
