ToolBar behaviour

Can anybody help

I am using Outlook, 2003. Word (2003) is set as default editor.
When starting a new email msg, the toolbars (standard, e-mail, adobe &
office live) are all over the place (including below the address box).
When I rearrange them as I want them,close & reload Outlook, they revert to
their original positions.
I understand that Word keeps the positions of toolbars in normal.dot, and it
behaves correctly.
Why does it not when called as the email editor, and can I fix this ?

Outlook requires that each toolbar keep track of its own position. Either
your Office Live or your Adobe toolbar is not well-behaved..
