Locking toolbar settings in the new email window

On the new email window, I right-clicked in the toolbar area and deselected
toolbars I don't want and re-positioned the layout of toolbars I do want.

But everytime I compose a new email, the toolbars revert to the previous
settings - for example, the Drawing and Reviewing toolbars re-appear (I don't
want these) and the Standard and Formatting toolbars (I do want) are in
different positions. The reverting happens regardless of whether I send the
email or close the email window. How do I freeze or lock my toolbar
settings? Thanks.

For what version of Outlook?
Locate outcmd.dat and rename it to .old when Outlook is closed. Now try
making the changes again.
