When creating a new user account, MS automically creates a
Internet Explorer shortcut on the start menu, which is
identified in the desktop.ini file. How can I prevent this
from happening?

Hello Rudy,
Edit the "Default Users" and "All Users"directory to remove the IE
shortcut. This is where new profiles get desktop settings from.
