MS Config

Under System Configuration Utility under the startup and Command tabs, I
have check marks but it's blank under Startup item or Command tabs. There is
a Location listed but it's the same as the one above it. Is it OK to uncheck
the checkmarks or just leave it alone?

Those are called orphaned entries. They normally result from uninstalling
the program that put that entry there, but the uninstall routine did not
remove it. You can take a look at the location specified to see if there is
anything there that is not otherwise indicated in Msconfig. If not, then
uncheck the line.

At some point you can remove these unchecked entries from Msconfig.

The unchecked items in MSCONFIG are present in the registry here:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\MSConfig\startupreg
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\MSConfig\startupfolder
HKCU\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Windows in the right pane
in the values named Run and Load.

You can either manually delete the entries in the registry or run the edit
on Kelly's site:
http://www.kellys-korner-xp.com/xp_tweaks.htm
Line 148: Clear Disabled Items from Msconfig Startup

See the top of the page for info on running the edit.

I can't find anything in the registry for these empty checked entries.

There is one good entry for, I think my graphics card (atiptaxx), and then a
checked empty entry with the same location as the good one. The other one
has one good entry for "ctfmon" and then 3 empty checked entries.

I installed a new graphics card a couple of weeks ago. Could this cause this
strangeness?
