Mpegs won't play...cannot find QUARTZ.dll

I am having problems openning Ulead7, Video Wave 5 and any mpeg for
playback. I keep getting an error message stating "Application has failed
because QUARTZ.dll was not found." I have uninstalled and re-installed all
applications (Ulead, vido wave) but the problem still persists. Any ideas on
how to reinstall this .dll would be appreciated. Thanks

QUARTZ.dll is part of DirectX. Do you have the latest version?

install the latest version of DirectX.
