Mp3 codec problem w/ Motorola Phone Tools

I've been trying to download mp3 ringers to my phone using Motorola Phone
Tools and I keep getting the error msg "mp3 codec may be inappropriate or
missing".

Support at Motorola said this: The cause is simple: some packages (CD
burning software, music editing software) install a playback-only version of
the driver. The driver in question is l3codeca.acm, which is replaced by the
playback-only version l3codecx.acm. Problem is I haven't installed any cd
burning or editing software. All the other info they provided was for XP or
earlier.

This program ran fine when I had XP but not with Vista Premium. Can anyone
help me with this problem?
