Mouse problems

Hi Guys
My first post that i posted at noon didn't show up on my reader yet so i
will retry.
My mouse don't do all the things on my desktop like it used to.
I can't right click on the start menue ang get any options.It will work on
the desktop itself but not the start menue. Also i can't left click and drag
a program up or down on the start menue.
Works ok everywhere else but on the start menue.
I have reinstalled it in device manager and no help.
i have diconected it and rebooted and reconected it and rebooted , still no
help.

Control Panel (classic view)> Taskbar and Start Menu> Start Menu>
Customize. Mark box to enable dragging and dropping.
