mouse problem

I recently installed a new motherboard and several new software products and
all of a sudden noticed that I am getting a “mouseover†effect anywhere my
mouse goes on my desktop. If I am in Photoshop, as it passes over different
pictures open in its desktop, each one jumps to the front as the mouse passes
over. If my mouse leaves the window of one program on which I am working and
accidentally touches the window of another, that program becomes instantly
active instead.

I have tried all the option on the Folders menu and the mouse driver (ebven
bought a new trackball today) to no avail. Any help would be greatly
appreciated

Sounds as if X-MOUSE is activated - via PowerToys TweakUI extension.
If you do not have that installed, go here...

Install, then access its MOUSE|X-MOUSE branch and deactivate X-MOUSE.

Look for Tweakui in the control panel; search for a setting called
X-mouse.
