modem setup problem

good afternoon,

i have installed a modem in a win2k pro sp4 workstation.
the modem is detected and the drivers are loaded. i go to
control panel, click on "phone and modem options" to set
up location options. "what country/region are you in now"
is blank. no options. i cannot set up the connection.
is there anybody that knows how to fix this?
