modem not recognised on power on

I have an external USB modem and am using WinXP. The modem is not recognised
by Windows on power on. If I unplug it from the USB port and replug after
WinXP has opened, then Windows recognises it and it works properly.

Any ideas anyone?

You could try uninstalling the modem and drivers, restart, then reinstall
the modem and drivers.
