Modem Error 680 - No Dial Tone

Getting error 680 when attempting a dial-up connection. This coincided
with the installation of MSN8 and the activation of DSL service. I
still need the dial-up for a dedicated connection into my work. I've
tested all the lines, installed the most recent driver and run modem
diagnostics - nothing wrong there. The modem is plugged into "Line",
as it should be, and I also tried the "Phone" connection - same
result. I've tried unplugging the DSL connection and modem and tried
the line with and without the DSL filter - same results. I laso tried
to optimize the connection with the AT&F command string. I tried MSN
tech support and they weren't much help - this seems to be a little
bit much of a coincidence to be a modem failure.

OS: XP Pro
Modem: Agere Systems PCI Soft Modem

Any ideas?
