Modem don't hands up

Hi all,
I have Windows 2003 and configured Routing and Remote Access service.
Clients must have acceess to server through modem connection.
The model of modem 3Com U.S. Robotics. But modem is not hands up.
How I can confige the service or modem for handing up?

Sorry I did not understand what you meant by "modem is not hands up". Could
you me more details on the problem to comment further?
