Here's a good one, The modem is fine in Device Manager
(even responds to a query) but is unavailable as a choice
when I set up a new dial-up connection. The modem is
compatible (actually a second type since the first one was
OK hardware wise, but didn't show up as a choice either).
It seems like the windows S/W is not able to recognize the
fact that I have a modem installed and available. Note:
Recently I have upgraded from WinME.

TIA

Chuck

The problem is likely a carry over from the ME system upgrade.
A similar problem example:

A sort of generic reference

This might also apply

You really need to do a search in the MSKB (ms knowledge base) using win XP
as the ops system and modem as the key. There are quite a few modem model
specific problems and potential solutions.
