Modem at half speed after SP2

Ok so i install windows with my XP home SP1a cd. Modem works great. Then I
put SP2 on, and modem connects at half speed. I've tried installing windows
and SP2 before even putting the modem in the computer, and still get the same
problem. Any suggestions?

Are there any available updates for the modem?

Is the machine fully patched at Windows Update now?

Check with the modem manufacturer for updated drivers or settings.
