Missing Program File Error

Every time I run Norton System Works one button checkup this error comes up:

c:\program files\common files\installshield\professional\run
time\0701\intel32\dotnetinstaller.exe
cannot access necessary file, "mscoree.dll"

Does anyone have any idea what this file is and how I can restore or fix it?

(Norton always says it fixes the problem but the next time I do checkup,
there it is again!)

The missing "mscore.dll" file is not missing. Nor is there a problem
with Windows XP or Norton's Win Doctor. All you have to do is go
to Windows Update and download the update called ".NET Framework".
Once you have restarted your computer, check for Windows problems
using the Norton Win Doctor and it should be fixed.
