Missing Out of Office Assistant

I tried everything that you mentioned but I don't have the
Exchange Extensions command listed. I went to Install and
installed outex.ecf and outex2.ecf and it still doesn't
come up.

If you're not connected to an Exchange SErver, you can't access Out of
Office Assistant. You'll have to use the Rules Wizard and leave Outlook
running.
