installing Outex2.ecf into Outlook 2002

The "Out of Office Assistant" menu command is not on the
Tools menu.

I tried accessing the "Outex2.ecf" add-in from the Add-in
Manager in the Outlook Options menu, but nothing
happens. I can't get the Outex2.ecf to be recognized by
anything in Outlook.

Any ideas?
