Out of Office not in tools tab

I have Outlook 2000 corporate/work groups. I need to load
Out of office auto reply but it doesn't show in tools.
Tried to work through the installation using the add-on
manager but the file doesn't show up for installation. I
know its there as I searched for it and found
it "outex2.ecf" Perhaps I don't have priviledges?? I'm the
owner of the program. How do I get around this.

Out of Office Assistant is an available feature only if you connect to
Microsoft Exchange Server as your mail server. If you don't use Exchange
Server, you can use Outlook Rules Wizard or one of the third-party automatic
