When you boot up there is a key to press that lets you
enter the Bios setup. All of your drives will be listed.
Does the drive physically register in the bios? I fixed
a drive the other day by changing the power plug, the
data cable, and the IDE port on the mobo it plugged into.
It wasn't a bad drive at all. [^^usually can't do this^^]

It is present both in the bios and in device manager. I just doesn't seem to
generate a drive letter. I will try new cables though.

No need to do that if you see it in device manager.
Something to try: Unplug the drive and reboot so
that it no longer shows up anywhere. Then plug it
back in and reboot, the bios will see it again and
register it, and maybe XP will recognize new hardware.
