Missing Hal.dll; recovery console won't start

I have a Compaq Presario 700 laptop with XP home that has a missing
hal.dll. I tried to run the recovery console and perform a chkdsk and
the computer shutdown unexpectedly during the chkdsk. I think there is
a bad power supply. Now when I try to enter the recovery console, the
system shuts down, every time. What can cause this and how can I
repair it.

You will note that I cannot even start the recovery console. All the
known remedies to a missing HAL.DLL involve running the recovery
console so I am at a loss.

I am wondering what could cause the system to shutdown when I try to
start the recovery console from the XP Home and XP Pro setup CD-ROMs.
Would I fare any better from Win2K setup floppies?
