Try to unattach any extra hardware from the machine and start without them,
only with Mouse, Keyboard and Monitor and see if it is hardware not your Hard
Drive gone bad.

You have to type in the installation number (as you see it numbered on
the screen) and press <Enter> before you can actually log on to the
recovery console, when asked for the password just leave the field blank
and press <Enter> again.

Otherwise, keep in mind that you can only gain access to the drive's
root folder and the Windows folder and its subfolder while you are in
the Recovery Console, all other folders are off limits, it's a security
feature.

If you cannot gain access to the %systemroot% folder or if you get
access denied trying to log on to the Recovery Console, it is often a
telltale sign of disk or file system corruption. Run a chkdsk on the
drive, at the Recovery Console a small handful of commands can be run
without having to log on to the Windows installation, chkdsk is one of
these commands. Be warned that there is always a risk of data loss when
running chkdsk and that depending on disk size and it may take a very
long time for chkdsk to complete its work.

*-Boot with the CD in the CD-ROM and select Recovery Console.
*- When you get the Administrator password leave as blank and press Enter.
Then type in the new command prompt:
C:\>CD Press Enter

Type the following: expand X:\i386\hal.dl_ C:\windows\system32
X = is your CD-ROM letter, it can be D:\, F:\,E:\...etc..
