Missing file

I run norton windoctor wizard and got this problem that can't be fixed by the program. The problems are

1. Missing files "C:\program files\common files\install sheild\professional\run time\0700\intel32\dotNotInstaller.exe" with comment, "cannot access file miscoree.dll". I'm not good in computer, so please, please anyone out there be kind enough to help me solve this problem. My PC is very slow and some times it does run or wont run a program
