Missing DLL file

How do I reinstall this DLL file from service pack 4
update?? This is the result from Windoctor test i.e
Norton Utilites .

"C:\Program Files\Common
Files\InstallShield\Professional\RunTime\0701\Intel32
\DotNetInstaller.exe" cannot access a necessary
file, "mscoree.dll."
