Missing bi.dll on reboot

I was manually trying to clean up adware and unwanted
task manager programs. I must have deleted something I
needed. Now on reboot I receive a message that roughly
states I'm missing c:\windows\bi.dll. Can I re-acquire
it without re-installing XP?
