P.S. If it does [start in safe mode] then, while still IN 'Safe Mode',
stop most of your programs that are configured to load at startup, from
running at boot. Do this by typing :
msconfig.exe
....in the "Run" box on the 'Start Menu' and going to it's 'Start-up'
tab. You will see a checkmark against everything that is configured to
start automatically at boot time.
Uncheck them *all* - a bit extreme but, if you want to get to the bottom
of this; then this is a necessary step.
You can then re enable each item - one by one - until you come to one
that causes you problems.
I would also run :
chkdsk /f
....from the "Run" box (or from a 'Command Prompt' window), which you
will have to answer 'Y' [yes] to and press [ENTER] to have it run next
boot.
This will repair any file system errors - sometimes the effect you see
can be due to a temporary problem with data being read from the disk,
running this command can stop this.
Also, malware could be another potential cause. Run MalwareBytes while
you are in 'Safe Mode'. (to download this from the internet, you are
going to have to choose 'Safe Mode with Networking' from the start-up
list of options, instead, to be able to access the internet).
