Microsoft scanner and Camera utility

When I attach my digital camera to my XP SP3 laptop, the camera rapidly
indicates that it is connected and "My Computer" shows the icon for it, --
but despite that it takes a very long time (2-3 minutes) till the popup
window appears that asks me if I want to use various programs or the
"Microsoft Scanner and Camera" utility.

Not sure why it takes so long to appear. Is there a faster way to access
the "Microsoft Scanner and Camera" utility? I am not sure what its file
name is and therefore do not know where it is to create a shortcut icon for
it.

I tried that. When I click on the camera's icon in "My Windows" it opens an
empty folder and only later the utility opens up.

Maybe it is because I have not downloaded my pictures for some time and
there were over 400 images to be "read". Could explain the delay which I do
not recall being the case before.
