Control Panel - Scanner and Cameras - Add device: does not work

I am unable to add a scanner and camera to my XP Prof SP2 system. It seems,
that the system is unable to identify any scanner or camera. It is not a
problem of the devices, because the devices work on an other system. Also it
is not a problem of the usb ports, because other usb devices (printer,
sticks, etc) work properly.

Differences between the "working" and "not working" system.
Working: If I press the "add device" link in the "Scanner and Cameras"
folder the device wizard comes up (with and without a plugged in
camera/scanner).
If I exeucte "wiacmgr", the device wizard comes up, with a plugged in
camera/scanner.

Not working: If I press the "add device" link in the "Scanner and Cameras"
folder the device wizard does not come up (with and without a plugged in
camera/scanner).
If I exeucte "wiacmgr", the message "Scanner and Camera Wizard: The computer
cannot connect to the scanner or camera" pops up (with and without a plugged
in camera/scanner).

The camera device already worked on my "not working system" until I run into
problems with adding a scanner. The hotline of the scanner device gave me
some documents to remove the scanner manually from the system and to
reinstall it. Since these days, the wizard does not come up and my camera is
not longer working.

I assume that I removed something from the registry or a speciall dll. But
how can I find out, what ?

The solution was to restore the system settings to a point in time before
the problem occurs. After I was able to successful install my scanner.
