Microsoft Outlook

I have started having problems sending mail from outlook,
the server ends up timing out, i have outlook 2003 SP3,
when downloading messages it is also leaving them on the server and
downloading them 3 times in the same send receive. I have checked the
settings and it is not set to leave message on server, I can go to the ISP
site and use the mailbox on webmail and there is no problems.
Any help with this issue would be much appreciated.
